1.Who is an adult non-literate?
- Can not read aloud at a speed of 30 words per minute
- Can not read and understand Road signs, Posters, and news papers
- Can not understand and copy 7 words per minute
- Unable to take dictation at the speed of 7 words per minute
- Unable read and write numbers from 1 to 10
- Can not perform Simple Arithmetic Calculations
- Any person who is above 15 years of age or above and is not functionally literate is a
non-literate adult.
2.Why do we need to implement the Adult Literacy program?
Almost one third of the world’s adult non-literate live in India which is approximately 27
crores. Until we make these adults literate, the dream of becoming a totally literate country
would never be fulfilled. Literacy alleviates poverty, and by making the country literate we
would be taking steps to alleviate poverty in India
As per census 2011, the literacy rate of India was 74.04% which by next census is expected
to touch 80% at the most.
This is despite the fact that children enrol in schools at more than 94%. It directly means
that the number of adult non-literates is too high in the country and a major reason for not
achieving total literacy.
Adult Literacy Programme will help them upgrade their livelihood as well as improve their
day-to-day life.
3.What is ILM’s Adult Literacy Program?
India Literacy Mission (ILM) has set a goal of making 5 Crore adults literate by the year 2027.
ILM is using a Two-fold methodology of achieving this goal:
1. Diksha - Each One Teach One (EOTO)
- Through Diksha or Each One Teach One (EOTO) Model, One individual will teach One
adult non-literate (15+age) over a minimum period of 60 days using the adult literacy
primer developed by ILM.
- Through Diksha schools will be actively involved and School children from class 6 and
above will be encouraged to teach one adult illiterate.
2. VIDYA - Each One Teach Many (EOTM)
Centre based model. Local Volunteer Teacher/Akshar Sathi will identify non-literate adults
in the community and run adult literacy classes at a common.
4. How do we implement Diksha at School?
- Identification of Schools
- Meet the Principal or Head of the Institution and convince them about the Adult
Literacy programme.
- Schools to appoint Teacher Coordinator
- Orientation of the Students in the School Assembly. Motivational Video and How to
Teach Video to be shown
- Prepare the list of students who commit to Diksha-Each One Teach One through
Student Enrolment form.
- Registration of School Principal, Teacher Coordinator at the Adult Literacy Portal
- Give the Parent Consent form to the respective students
- Student volunteer to get parent consent form signed by their parents within 7 days
and submit it back to School.(Parent Consent Form to be stored by school)
- Student Volunteers to identify adult illiterates in the vicinity/neighbourhood and
register on the portal that includes uploading Adult Learner’s data within 15 days.
- Schools to request for ILM adult literacy on Portal and give a declaration about the
number of copies to be sent.
- Adult Literacy Kit to be dispatched to each school in one lot.
- Final Training for Student Volunteers about the Programme at the school by Teacher
Coordinator followed by Distribution of ALK.
- Student Volunteer to starts teaching adult learner and update progress report of the
adult learner after completion of 30 days of the programme
- Student Volunteer to update adult learner progress report after completion of 60
days of the program.
- Exams for adult learners to be conducted by ILM.
- Certification of adult learners and Student Volunteers (to be downloaded from the
portal).
5. Who can be a Student Volunteer?
Children studying in Govt./Govt. Aided/ Private schools from who are in Class VI & onwards
both in rural and urban areas can be Volunteers.
6. Who will identify the adult illiterate?
The student volunteer will identify the adult illiterate.
7. What is the estimated time for identification of Adult Learner?
Within 15 days from the day of registration, the Student Volunteer needs to identify and
register the adult learner at the portal.
8. What is the study material to Teach Adult Literates?
Primer/Toolkits-Disha & Pathan, each book consists of 37 pages developed by ILM and
additional learning materials are available in Hindi, Bengali, Marathi, Odiya, & Kannada to
teach literacy and numeracy to the adult learners. It has simple teaching instructions and is
very user-friendly.
9. How to order for Adult Literacy Toolkits?
Orders can also be placed through the adult literacy portal or by directly contacting ILM with
a mail
10. How an Adult learner or a Student Volunteer will get the certificate?
Adult learner
- Adult Learner who successfully clears the basic literacy assessment will get the
certificate after the completion of the course.
- After completion of the examination the teacher in charge will upload the results to
the portal
- Certificates can be downloaded after results are uploaded to the portal
Student Volunteers
Student Volunteer Certificate shall be available when adult learner appears for the basic
literacy assessment examination.
11. Will ILM provide any additional tools for practice?
ILM will provide primers / toolkits where workbook for practice will be available. Any
additional costs, for e.g, paper and pencil will not be provided by ILM.
12. How much time does it take to make an adult literate?
If ILM primer is used, it normally takes 60 days if daily teaching is done for 45 to 60 minutes.
13. How to Approach Schools?
Establish a connect with the management and school authorities and convince them to get
the Adult Literacy model implemented in their school/institution
15. What is to be done if a primer is lost?
Primer to be re-ordered same way as it was ordered at the first time.

17. Is Adult Literacy Portal Registration Mandatory?
Portal Registration is mandatory for each and every Student Volunteer and accordingly they
have to register their adult learner. Once they have added the adult learner, registration to
the adult literacy portal will be complete.
18. Who needs to register at the Adult Literacy Portal?
The School Principal, Teacher Coordinator and Student Volunteers need to register on the
portal.
Note that: Student volunteer needs to register the adult learner at the portal once the
identification process has been completed.
